The Climate Change Mitigation, Climate Change Adaptation and Ozone Layer Protection Program of the City of Zagreb represents a comprehensive framework for planning and implementing climate policies of the City of Zagreb, aligned with European and national climate goals. The summary presents an overview of the most important goals, measures and sectoral activities from the Programme. The brochure is designed to present complex climate challenges and solutions closer to the public. An English translation of the full Programme will also be available in the future.
The program integrates greenhouse gas emission reduction goals with measures to increase the city’s resilience to climate risks, including heat waves, floods, droughts and extreme weather conditions. It covers a wide range of sectors – buildings, transport, waste management, energy, water management, land use and others– and brings a series of concrete measures to be implemented through sectoral policies and projects.
Particular emphasis is placed on:
- Increasing energy efficiency in buildings and public infrastructure,
- Introducing and expanding renewable energy sources including solar power plants,
- Developing early warning systems and managing risks from climate extremes,
- Protecting and improving green infrastructure, urban parks and tree-lined avenues,
- Improving public health and citizens’ resilience to climate change,
- Preserving the ozone layer through regulation and monitoring of substances that damage it.
Numerous stakeholders participated in the development of the document, including educational and scientific institutions, city services, the private sector and citizens, ensuring a high level of inclusiveness and cross-sectoral cooperation. The program envisages the use of financing mechanisms from national and EU sources, with an emphasis on the Environmental Protection and Energy Efficiency Fund, national resilience plans and European funds related to the Green Plan. The plan also adheres to the UN sustainable development goals – each measure in the Programme is directly linked to UN Goals.
